Global Regulation


The project aims to answer one substantive and one methodological research questions.
First, it seeks to analyze the references to the norms of the World Health Organization (WHO) in the practice of Brazilian federal institutions with respect to the regulatory management of Health, with the expectation that it can contribute to the assessment of the influence of international instruments in the existing public health policies in Brazil.
Second, it seeks to develop a specific research methodology capable of being reproduced to assess the application of international instruments in national practice more broadly.

The Implementation of World Health Organisation Standards in Brazil: An empirical study in times of COVID-19

The project aims to analyse (i) the decision-making process before the World Health Organization (WHO) and (ii) the direct and indirect effect of the legal instruments issued by the Organisation on the Brazilian domestic legal system and on the jurisprudence of the Brazilian higher courts. The project applies mixed methods with a combination of quantitative and qualitative methods, including natural language processing (NLP) techniques to identify the similarity of content and, ultimately, the indirect influence of such international standards whenever they are not expressly cited by domestic instruments.
