The Centre for Global Law (CPDG) and the Jean Monnet Centre of Excellence (CEJM), co-funded by the European Commission under the Erasmus+ Programme, both based at FGV Jean Monnet Centre of Excellence on EU–South America Global Governance, FGV Direito Rio, Rio de Janeiro, hosted the CPDG Research Seminar on “The contribution of the Inter-American Juridical Committee to the codification and progressive development of International Law”. The event was moderated by Professor Paula Wojcikiewicz Almeida, Director of CEJM and CPDG.

The seminar welcomed Luis Toro Utillano, Senior Legal Officer in the Department of International Law of the Secretariat for Legal Affairs at the Organization of American States (OAS). He presented the role of the Inter-American Juridical Committee and its contribution to the codification and progressive development of international law.

During his intervention, he explained his responsibilities within the OAS, including providing advisory services to member states, supporting the work of inter-American organs such as the Permanent Council and the Inter-American Juridical Committee, and overseeing treaty depositary functions within the General Secretariat.

He also presented his academic background, including an LL.B. from the Université de Montréal, an LL.M. from the Washington College of Law (American University), and a Bachelor in Political Science from the Université de Montréal.
