On August 27th, 2025, at the 23rd Brazilian Congress of International Law, Lucas Vollers, researcher at the FGV Centre for Global Law (CPDG), co-funded by the European Union under the Erasmus+ programme, presented the pilot research project “Uncovering Global South Narratives in ITLOS Advisory Proceedings on Climate Change: A Mixed-Method Approach for Articulating Political and Legal Arguments”.

The presentation provided an overview of the research design and methodological approach, focusing on mixed-method analysis used to examine the legal arguments advanced by Global South states in the International Tribunal for the Law of the Sea (ITLOS) advisory proceedings on climate change. The study investigates whether these legal narratives reflect broader political contexts and state interests articulated in other international fora.

It further explores whether Global South submissions before ITLOS are shaped by shared historical experiences, including colonial legacies, uneven development, and differentiated impacts of climate change.

Although the research has been previously published as a Research Paper by the Max Planck Institute for Comparative Public Law and International Law and is forthcoming as a book with Springer, the Congress provided an important space for academic critique and discussion.

The panel was moderated by Dr. Rodrigo Céspedes and also featured Professor Rafaela Sena Daibes Resque, contributing to broader debates on narratives in international courts and tribunals and building on prior discussions held within the LASIL Pre-Conference Workshop organized by the FGV Centre for Global Law in June 2025.
