Webinar: The Externalisation of the EU Green Deal in Latin America

On June 10, the FGV Centre for Global Law (CPDG) and the FGV Jean Monnet Centre of Excellence on EU–Latin America Global Challenges (CEJM), co-funded by the European Union under the Erasmus+ Programme and both directed by Professor Paula Wojcikiewicz Almeida, held the webinar The Externalisation of the EU Green Deal in Latin America through Intra- and Inter-Regional Instruments: the EUDR and the EU–Mercosur Agreement. The event was supported by the Climate and Society Institute (ICS) and brought together leading experts from the European Union and Brazil to discuss the evolving relationship between trade, sustainability, and environmental governance.
The webinar opened with a keynote address by Frank Hoffmeister, Head of the Legal Department of the European External Action Service (EEAS), who explored the role of international trade in advancing sustainable development through both bilateral and multilateral legal frameworks.
The first panel, chaired by Professor Paula Wojcikiewicz Almeida, examined the EU Deforestation Regulation (EUDR) as an intra-regional instrument of the EU Green Deal. The discussion featured Josephine Norris (European Commission Legal Service), Matheus Soares Matos (Barral Pinheiro Parente Advogados), and Gustavo G. Müller (KU Leuven), with Mariana Mariani (CPDG/CEJM) serving as discussant. The panel explored the legal design of the EUDR, its extraterritorial implications, and the challenges posed by its implementation for countries exporting agricultural and forest-risk commodities to the European Union.
The second panel, chaired by Augusto Castro of Brazil's Ministry of Foreign Affairs, focused on the EU–Mercosur Agreement as an inter-regional instrument for advancing the objectives of the EU Green Deal. The discussion brought together Pedro Mariano M. Pontes (Brazil's Ministry of the Environment and Climate Change), Paolo Garzotti (Directorate-General for Trade, European Commission), and Henrique Choer Moraes (Deputy Ambassador of Brazil to the Netherlands), with Leonardo Bortolozzo Rossi (CPDG/CEJM) acting as discussant. Panelists addressed the interaction between the Agreement's Trade and Sustainable Development Chapter and the EUDR, including the role of Annex 18-A and recent simplification measures that may influence the recognition of Brazil's compliance systems under EU law.
The webinar concluded with closing remarks by Professor Jan Wouters, Director of the KU Leuven Centre for Global Governance Studies, who reflected on the broader implications of these developments for international trade law and global environmental governance.
The event forms part of the research project Monitoring the Impacts of the EUDR in Brazil, coordinated by the Centre for Global Law and the Jean Monnet Centre of Excellence. The discussions will contribute to a forthcoming policy brief examining the intra- and inter-regional externalisation of the EU Green Deal and its implications for EU–Latin America relations.
